Fats Framework Agreement

The framework is divided into filters and RED will provide support in: Potential suppliers should note that the answers to all questions in Parts 1 and 2 of the pre-qualification questionnaire are marked on a PASS/FAIL basis. Economic operators who find that they have not passed one of the questions referred to in Part One shall be automatically excluded from the process and shall not be invited to tender for that application. In addition, economic operators considered to have been Part 1 are not invited to launch a call for tenders for technical filters that are deemed to have failed in Part 2 of the PQQ. Potential suppliers should be aware that if they pass the DPQQ and ITT phases, inclusion in the framework does not guarantee work. Under the current FATS Framework (FATS D&E), approximately 47% of vendors have successfully applied for tasks. In the last 4 years, about 50% of the tasks entrusted by fats have a value of less than 100,000 POUNDS and about 4% of more than 1,000,000 POUNDS. The Technical Assistance Framework Agreement (FATS/5) was developed by the Ministry of Defense (MoD) and provides central government agencies with a means of commercializing technical assistance.
